Complaint :
The European Investment Bank approved the E60 Chumateleti-Khevi Section (F1) on 19 November 2018 and the E60 Ubisa-Shorapani Section (F3) project on 3 September 2018 as part of Georgia Transport Connectivity Framework Loan to enhance the E60 (East-West) highway.
These two projects involve constructing and upgrading approximately 13 km of dual two-lane carriageway along a new alignment between Ubisa and Shorapani (F3) and improving the existing E60 road between Chumateleti and Khevi to dual carriageway standards (F1).
As outlined in the project summary sheets, these initiatives are aligned with Georgia’s 2017-2020 Road Upgrade Program. The program focuses on fostering sustainable infrastructure, enhancing regional and cross-border connectivity, and providing long-term transportation benefits.
The Roads Department under the Ministry of Regional Development and Infrastructure oversees the implementation of these projects. The construction of Section F1 is being carried out by China State Construction Engineering Corporation Limited, while Section F3 has been constructed by China Road and Bridge Corporation.
The construction of the F1 and F3 sections has been carried out almost concurrently with the F2 and F4 sections, which are financed by the Asian Development Bank. Together, the F1 to F4 sections span approximately 50 kilometres and are collectively referred to as the Rikoti Road in Georgia.
